The new institution, called the National Freedom Institute, will operate out of the prime minister's office and will be headed by Wojciech Kaczmarczyk, who until now managed the office’s department for civil society.

In the past Kaczmarczyk served as a government representative for civil society and equal treatment.

The appointment was made by Deputy Prime Minister and Culture and National Heritage Minister Piotr Gliński, who told reporters that the new institution would work to develop civic society in Poland and support the country’s nongovernmental organisations.

Gliński refuted criticism that the government was seeking to impose controls on the country’s NGOS by changing the way in which they are financed.

“This is not a revolution," Gliński said, adding that NGOs are monitored and "supervised" by the state "everywhere around the world.”
