The Polish delegation was led by Deputy Prime Minister and Culture Minister Piotr Gliński, who spoke to Austrian Chancellor Sebastian Kurz about setting up an institution to commemorate victims at the Gusen sub-camp.

Mauthausen-Gusen was located near the city of Linz and was set up before World War II in August 1938.

The camp was liberated by American forces in May 1945, shortly before the end of the war.

Over 333,000 inmates went through its gates. Records are not clear as to the exact number of prisoners that died there, ranging from 71,000 to even 122,000. Gliński said that the victims included 27,000 Poles.
